The process

From a pothole to a published number

Shahor is a public record of city work. It is not a complaints box that closes — every report stays visible with its full history, and the time it took is calculated and shown.

The four stages

Stage 1

Reported

A resident files with a description, a location and ideally a photo. The report gets an ID and a timestamp, and appears on the public desk immediately. Nothing is held back for review.

Stage 2

Acknowledged

The responsible department accepts the report and assigns it. From this point the department is publicly named, and the report carries a work order.

Stage 3

Work in progress

A crew is on site or scheduled. The public can see that work has started, which is different from work being finished.

Stage 4

Resolved

The department marks the work complete and posts a statement. The clock stops, and the duration is published permanently on the report.

A worked example

A real entry from the record

Open manhole on a school route

A manhole cover is missing and the hole has been marked only with a plastic bag. Dozens of children walk this route to school. It is on a blind bend.

What officials get

The dashboard turns the same public record into a working queue: everything past 72 hours, the ten slowest wards, and a per-department table with averages alongside the fastest and slowest single job.

  • Aging queue. Reports open past 72 hours, oldest first. The top of the list is what the public has waited longest on.
  • By category. Which kinds of problem the city fixes quickly and which it does not.
  • By ward. Where the backlog concentrates geographically.
  • By department. Who is holding the queue, with outliers shown so an average cannot hide them.
